First of all i should tell you that very few people play JP OB and F2 now that RE5 has come out. If you still want to come, heres what ya gonna need:

¿A Japanese Playstation 2 console ( i recommend ebay. dont pay more than 150/160 for a USED console, or more than 200 for a new one. Play-asia.com sells new Playstation 2's for 200.oo and cheap memory cards) *Alot of people say you can mod a US PS2 to play JP games online but i HAVE NO IDEA how to get online with a modded US PS2. DO NOT GET AN SCPH 10,000 15,000 or 18,000 WHATEVER YOU DOOOO! They require a special network card, and its rare. PLEASE ask the seller what its model number is.
¿a Japanese copy of Biohazard OB or Biohazard OB F2(about 30 - 40 each now)

¿a KDDI subscription. 10 bucks a month. If you dont have a credit card i recommend a Vanilla Mastercard Gift Card. Thats what i use and its the only thing i can guaranatee works. PS - You can use a US memory card to save JP games but you cant save both JP and US games on one card, only one region per card. It has something to do with the way cards are formatted for games of each region. Audio and video cables, controllers, and power cords (sometimes) can also be exchanged between US and Japanese consoles. My JP and US PS2s share a controller and video/audio cables. Network adapters, too, can be shared. Ive tested that too. You can use a US network adapter for your Japanese PS2.
I have a KDDI registration walkthrough but its not done and apparently it sucks. I was just lookin at it today and i didnt describe everything as well as i thought i did.
I already have a video here explaining how to get online once you have a KDDI account registered. Look though my videos.

EDIT 09 05 09: Ive been informed that you can get online without problems using a swap disc and tool (swap lid or slide card) using your American playstation 2 console.
This is not the method i use but if it DOES indeed work its much cheaper than buying a Japanese PS2. Swap packages go for around 40 US dollars.
Do a search for swap discs (Like Swap Magic 3.6 for example)
And youll still have to buy the games and a separate memory card, and pay for the KDDI subscription.

Ive also seen people using an emulator to get online. (An emulator is a computer program that imitates a game console, in this case a playstation 2) I know very little about this right now. If THAT works, youll only have to buy the games (unless you can download them from somewhere) and pay for the subscription. This would be the cheapest method. You dont have to buy a memory card either. However, a PLaystation 2 BIOS needs to be obtained (ive heard 10ooo 15ooo and 18ooo BIOS files have problems with online play compatability)

an ethernet plugin needs to be downloaded and added to the program. Currently, im having a hard time finding that plugin again.
